What this document is
The “Termo de Responsabilidade” is Annex IV of Normative Resolution No. 18 of 30 April 2014 of the National Committee for Refugees (Comitê Nacional para os Refugiados, CONARE). The Federal Police (Polícia Federal, PF) publishes it as “Termo de responsabilidade assinado pelo refugiado no momento do registro”.
Under Article 11 of the resolution, after a positive decision of the CONARE plenary (or of the Minister of Justice on appeal), the refugee is notified to appear at any PF unit to sign this term and be registered. The Ministry of Justice page lists Resolution 18/2014 as in force. The form is in Portuguese, three pages long; the model text still refers to the former Foreigners Act (Lei 6.815/1980) and a former PF unit (DPMAF) — this is how the PF publishes the model.
Who files it and where
- the foreign national recognised as a refugee by CONARE signs it;
- signing takes place at a PF unit in the presence of an officer (agente), who also signs;
- if the refugee does not speak Portuguese, an interpreter translates the text and signs as well;
- check appointment rules and the document list with the PF.
What the form asks
- name, nationality, place of birth (natural de) and date of birth;
- identity document;
- date of the CONARE meeting that recognised refugee status;
- number and date of the official letter (ofício) that communicated the decision to the police;
- place and date; signatures of the refugee, interpreter and officer.
What to bring
- the notice of the CONARE decision;
- an identity document, if you have one;
- an interpreter if needed — ask the PF whether the unit provides one;
- check the exact list and procedure with the PF.
