What this document is
«Declaração de hipossuficiência econômica» is a form of the Brazilian Federal Police (Polícia Federal, PF) from its «Declarações e Formulários» section. Under penalty of law, the declarant states that their economic situation does not allow them to pay the fees for migration regularisation documents and fines imposed under migration law.
It is filed to request exemption from these payments; the form cites: Lei nº 13.445/2017 (arts. 4º, XII; 110, parágrafo único; 113, § 3º) / Decreto nº 9.199/2017 (art. 312). One page in Portuguese with two versions: ANEXO I and ANEXO II.
Who files it and where
- ANEXO I is signed by the migrant;
- ANEXO II is signed by the migrant’s legal representative (e.g. a parent or guardian);
- the signed declaration is attached to the request to the PF;
- the PF decides on the exemption; the form itself does not guarantee it.
What the form asks
- the declarant’s name, document number and type, email;
- in ANEXO II also the name, document number and type and email of the migrant represented;
- the reason: no paid work; no income; family income up to half a minimum wage per person or up to three minimum wages in total; other (describe);
- the date of signing; the signature is by hand.
