What this document is
“Padrón Municipal de Habitantes: Hoja padronal — Hoja de inscripción padronal/modificación de datos” is the official sheet of Santa Cruz de Tenerife town hall. It is used to register your residence (empadronamiento), report a move within the city or correct personal data. The form is in Spanish, two landscape A4 pages: the first is filled in, the second holds the legal notes, instructions, list of documents and education codes.

Who files it and where
- anyone living in the municipality of Santa Cruz de Tenerife, foreigners included: when moving from another town or country, changing address within the city, after a birth, if never registered before (omisión) or when personal data change;
- in person at the town hall OAIC offices (an appointment, cita previa, can be booked) or through the town hall electronic registry with a digital certificate, electronic DNI or Cl@ve;
- there is no fee; every adult on the sheet signs it;
- according to the form, the town hall decides within three months of filing;
- non-EU foreigners without permanent residence renew the registration every two years, otherwise it may be cancelled.
What the form asks
- home address: street type and name, number, letter, kilometre, block, entrance, staircase, floor, door and the cadastral reference (referencia catastral), which the town hall calls mandatory;
- e-mail and phones, preferred way of notification (electronic or by post) and a postal address for notices;
- for each resident: first name, two surnames, sex, date, province and place or country of birth, nationality, ID type and number (DNI, passport, NIE), education code;
- reason: move from another town or country, omisión, birth, change of address in the city, change of data — and where you came from;
- “Autorización de persona empadronada” if someone is already registered at the home, number of people on the sheet and the line “En …, a … de … de …”.
What to bring
- the completed and signed sheet;
- a valid ID for each person: Spaniards — DNI (mandatory from 14); citizens of the EU, Iceland, Liechtenstein, Norway and Switzerland — registration certificate with the NIE plus passport or national ID; everyone else — TIE card with the NIE or, without it, a passport;
- children under 14 without an ID — libro de familia or birth certificate; for children registered with one parent the town hall asks for extra papers (its annexes I, II, VIII);
- proof of the home as listed by the town hall (Anexo IX): for example, the title deed or a current lease with the last rent receipt;
- if someone is already registered at the home — their housing document and ID.
