What this document is

EX-18 (“Solicitud de inscripción en el Registro Central de Extranjeros — Residencia ciudadano de la UE”) is the official form EU, EEA and Swiss citizens use to register as residents in Spain (Royal Decree 240/2007). It leads to the certificado de registro — the registration certificate with your NIE — and after five years to a permanent residence certificate. The form is in Spanish and has three pages: two to fill in and one with instructions.

EX forms must be submitted in the official model: FoxDocs only types your values into the fields of the official PDF and does not change its layout.

Who files it and where

  • a citizen of the EU, Norway, Iceland, Liechtenstein or Switzerland living in Spain for more than three months — usually within three months of arrival;
  • after five years of continuous residence — for the permanent residence certificate;
  • the same form is used to change details (address, passport) and to deregister when leaving;
  • submitted in person at the Oficina de Extranjería or a National Police station, usually with a cita previa (appointment);
  • the fee is paid with form 790 code 012; per the National Police fee table as of 2026-10 it is €12.00; check the amount on sede.policia.gob.es before paying;
  • family members who are not EU citizens use a different form — EX-19.

What the form asks for

  • personal data: passport or ID card, NIE (if any), surnames, name, sex (H/M/X), date of birth (dd/mm/aaaa), place and country of birth, nationality, civil status, father’s and mother’s names;
  • address in Spain, mobile phone and e-mail; legal representative, if any;
  • representative for submitting (section 2), address for notifications (section 3), consent to electronic notifications via DEHú;
  • section 4: intended period of residence, start date, number of accompanying relatives;
  • type of application: temporary registration (employed, self-employed, not working with funds and health insurance, student, family member of an EU citizen), permanent residence, change of details or deregistration;
  • declaration of accuracy, place, date, signatures and the office addressed (DIR3 code and province).

Documents usually brought along

  • the EX-18 form, original and a copy, filled in in capital letters;
  • a valid passport or national ID card, original and a copy;
  • the receipt for the 790-012 fee;
  • depending on the ground: employment contract or certificate, self-employment (autónomo) registration, proof of funds and health insurance, enrolment at an education centre;
  • for a family member — proof of the relationship and the details of the EU citizen giving the right;
  • the exact list depends on the office — check in advance.

Frequently asked questions

Who needs form EX-18?

EU, EEA and Swiss citizens living in Spain for more than three months: it leads to the certificado de registro with an NIE.

Is it the same as getting an NIE?

Registration includes being assigned an NIE, so an EU citizen moving to Spain usually does not need a separate EX-15 form.

When should I apply?

Usually within three months of arriving in Spain. After five years of continuous residence the same form is used for permanent residence.

How much does it cost?

The fee is paid with form 790 code 012: per the National Police fee table as of 2026-10 it is €12.00. Check the amount on sede.policia.gob.es before paying.

My spouse is not an EU citizen — do they use EX-18 too?

No. A non-EU family member applies for the family member residence card with form EX-19.

Can I submit a form filled in on a computer?
