What this document is

«Solicitud de Baja por inscripción indebida» — Anexo VII of Santa Cruz de Tenerife town hall. Two pages in Spanish: the applicant states that the people listed do not live at the address, permanently or temporarily, that their whereabouts are unknown, and asks the town hall to remove them from the municipal register (padrón) at that address.

The request itself removes no one: the town hall opens an ex officio removal file (baja de oficio). Under the INE and Directorate-General for Local Cooperation instructions of 17 February 2020 (point 5.2.4.1), the person is notified and given 10 to 15 days to agree or object. If the notice cannot be delivered, an announcement is published in the BOE in which the name is never published together with the document number and the address is not given at all.

Who files it and where

  • the owner or tenant of a home in Santa Cruz de Tenerife where outsiders are still registered — former tenants, for example;
  • in person at the town hall's citizen service offices (OAIC), with an optional prior appointment (cita previa);
  • online through the town hall's electronic registry (registro electrónico), signing in with a digital certificate, DNIe or Cl@ve;
  • a representative holding a notarial power of attorney or an apud acta appointment may file for you;
  • it can be filed all year round; there is no fee — the procedure page states «Tasas: no procede».

What the form asks for

  • applicant: given name, first and second surname, DNI, NIE or passport, e-mail;
  • address of the home: street type and name, number, block, floor, door, province, municipality, postcode;
  • representative and their address — only if they file;
  • up to seven people to be removed: full name, date of birth, identity document, padrón resident number (NIA) — whatever is known;
  • documents attached and, if any, an objection to the town hall obtaining data itself;
  • place and date of signing, handwritten signature.

What to bring

  • the completed and signed form (Anexo VII);
  • the applicant's DNI, NIE or passport;
  • owners — proof of ownership (escritura, purchase contract, Land Registry note — nota simple);
  • tenants — the current residential lease and the latest rent receipt;
  • if filing through a representative — the notarial power of attorney or apud acta appointment;
  • the town hall may ask for additional documents — the procedure page says so explicitly.

Can the town hall tell me who is registered in my home?

The procedure page warns that data on registered residents is not released without their express consent.
