What this document is

«Solicitud de renovación de la inscripción padronal para extranjeros no comunitarios sin autorización de residencia de larga duración» is Anexo IV of Santa Cruz de Tenerife town hall: a one-page Spanish form in which you state that you still live in the municipality and ask to renew your entry in the municipal register of residents (padrón).

Under article 16.1 of Law 7/1985 on local government, non-EU nationals without permanent (long-term) residence must renew their registration every two years. If it is not renewed, the town hall says it opens a residence check (expediente de verificación de residencia).

Who files it and where

  • non-EU nationals registered in the Santa Cruz de Tenerife padrón without permanent residence — including holders of a temporary residence card (TIE);
  • EU citizens and long-term residents do not file this form;
  • in person at the town hall citizen service offices (OAIC); an appointment (cita previa) can be booked;
  • online through the town hall electronic registry (registro electrónico), signing in with a digital certificate, DNIe or Cl@ve;
  • a representative may file for you with a notarial power of attorney or an apud acta appointment;
  • there is no fee: the procedure page states «Tasas: no procede».

What the form asks

  • given name, first and second surname;
  • date of birth (day, month, year) and sex (Hombre / Mujer);
  • place of birth: the municipality if born in Spain, otherwise the country of birth;
  • country of nationality;
  • home address in Santa Cruz de Tenerife (domicilio);
  • NIE from a valid Spanish document (letter, number, letter) and/or passport number;
  • phone and e-mail;
  • place and date of signing, handwritten signature.

What happens if I do not renew?

According to the town hall, a residence check (expediente de verificación de residencia) is opened. The registration may be declared expired.

Can I file online?

Yes, through the electronic registry on the town hall website with a digital certificate, DNIe or Cl@ve. Without them — in person at an OAIC by appointment.

Can I file without an NIE?

Yes. The town hall accepts an NIE or a passport: give your passport number and leave the NIE boxes empty.

Do I need to renew if I hold a temporary residence card (TIE)?

Yes: only permanent (long-term) residence exempts you from renewal.

Can someone file it for me?

Yes, a representative with a notarial power of attorney or appointed apud acta. The form is still filled in your name.
