What this document is

“Solicitud de renovación de la inscripción padronal para extranjeros no comunitarios sin autorización de residencia de larga duración” is Annex IV to the INE instructions for town halls on keeping the municipal register (Resolución de 17 de febrero de 2020, as amended in 2023). It is a reference model (modelo orientativo): one page in Spanish where you state that you still live in the municipality and ask to renew your registration.

Under article 16.1 of Law 7/1985 on local government, the registration of non-EU/EEA foreigners without a long-term residence permit (larga duración) must be renewed every two years. If it is not renewed, the town hall may declare it expired (caducidad) without hearing you first.

Who files it and where

  • non-EU/EEA foreigners registered in the padrón who do not hold long-term residence — including holders of a temporary residence card (TIE) and people without papers;
  • EU, EEA and Swiss citizens, long-term residents and family members of EU/EEA citizens holding an EU-regime residence card (tarjeta de residencia de régimen comunitario) do not file this form;
  • it is filed with the town hall (ayuntamiento) where you are registered — in person, or online if the town hall offers it; check opening hours, appointments and filing options on your town hall’s website;
  • the model is a reference: many town halls have their own renewal form with the same data and may ask for it instead;
  • if a representative files for an adult, or parents file for a minor, INE provides a separate model — Annex V.

What the form asks for

  • given name, first and second surname;
  • date of birth (day, month, year) and sex (Hombre / Mujer);
  • municipality or country of birth, country of nationality;
  • home address (domicilio);
  • identity document: NIE from a valid Spanish document (letter, number, letter) and/or passport;
  • phone or e-mail — optional;
  • place and date of signing, the town hall named in “Ilmo. Sr. Alcalde del Ayuntamiento de …”, handwritten signature.

What to bring

  • the completed and signed form;
  • the original of the document whose number is on the form: foreigner card (TIE) with NIE, or passport;
  • check the exact list and whether you need an appointment with your town hall — requirements vary between municipalities.

Frequently asked questions

How often must I renew?

Every two years — article 16.1 of Law 7/1985 requires it for non-EU/EEA foreigners without long-term residence.

What happens if I do not renew?

The town hall may declare your registration expired (caducidad) without hearing you first (audiencia previa), and you drop out of the padrón. You would then have to register again.

Do I need to renew with a temporary residence card (TIE)?

Yes. Only long-term residence (larga duración) removes the obligation; a temporary permit does not.

Can I file without an NIE?

Yes. The form accepts a passport instead of an NIE: give the passport number and leave the NIE boxes empty.

Is this form accepted by every town hall?

It is INE’s reference model. Many town halls have their own renewal form — check your town hall’s website to see whether they accept the INE model.

How much does renewal cost?

INE’s official pages do not state a fee. Ask your town hall whether any charge applies.

Can someone file for me?

Yes, but on a different model — Annex V: it is filed by an adult’s representative (authority proven by a notarial document or a statement before a town hall official) or by the parents of a minor. Annex IV is filed by the applicant personally.
