What this document is

“Comunicación de baja o cambio de situación en las prestaciones por desempleo” is a form of Spain's Public Employment Service (SEPE). A person receiving unemployment benefit uses it to report that the benefit must be suspended or ended, or that the payment details have changed.

Under Article 299 of the TRLGSS the recipient must ask to be taken off the benefit when a cause for suspension or termination arises, and provide the supporting documents.

Who submits it and where

  • the benefit recipient — on a new job as an employee or self-employed, sick leave, incapacity, birth or adoption, retirement, imprisonment or a bank change;
  • a relative or representative — for example when the recipient has died; representation is proven by any legally valid means;
  • the form is handed in at a SEPE office or through the registry of another public body — the form has a space for both stamps; check sepe.es for online filing.

What the form asks for

  • the recipient's name, surnames and DNI/NIE and, if someone else submits it, that person's details;
  • the reason (one tick) and the date of withdrawal or change;
  • for intermittent self-employment — the number of days, the days of the month and a description of the activity;
  • for a bank change — the current and new bank and both IBANs;
  • place, date and the signatory's name.

The “Diligencia de documentación” table and “Observaciones” are filled in by SEPE staff.

What to bring

  • DNI, passport or TIE and a document showing the NIE;
  • depending on the reason: sick-leave certificate (parte de baja IT), maternity report from the public health service, family book or birth certificate (for foreigners, with an official translation), death certificate, prison admission document;
  • for a bank change — a certificate from the bank (certificado de la entidad financiera).

If SEPE requests documents, you have 15 days to provide them; otherwise the benefit is modified or suspended.

Frequently asked questions

Do I have to tell SEPE when I find a job?

Yes. A new job is a cause for suspending or ending the benefit, and the recipient must ask to be taken off it (Article 299 TRLGSS).

How do I change the account the benefit is paid into?

Tick “Cambio Entidad Financiera” and give the current and the new account. The new account must be in your name; the change applies from the month after you file.

What should I do when my child is born?

Report the change to SEPE and apply to the INSS for the birth and childcare benefit. If the INSS grants it, the unemployment benefit is suspended.

When do I resume the benefit after parental leave?

Within 15 days from the day after the last day of the birth benefit, at a SEPE office by appointment. If later, you lose benefit days for the delay.

I am self-employed intermittently. How do I report my days?

With this same form every month, from the 1st to the 6th of the following month, ticking the days worked. Without it the entitlement is suspended from the start of the activity.

Who files it if the recipient has died?

A relative or another person: their name and DNI/NIE go on the second line of section 1, and the reason is “Fallecimiento”.

Who fills in the documents table?

SEPE staff: they mark which documents were checked, received or are required. The applicant leaves this table blank.
