What TM.9 is
TM.9 (Thai: ตม.9) is the Immigration Bureau form by which a foreigner applies for permanent residence in the Kingdom of Thailand. The application is addressed to the Immigration Commission, which decides on permanent residence under the Immigration Act B.E. 2522 (1979).
The form has two pages and is bilingual (Thai and English). Page 1 holds the applicant’s name, date and place of birth, age and nationality; how and when the applicant last entered Thailand; passport and visa details; the current permission of stay; the reasons for the application; a 4 × 6 cm photograph and the signature. Page 2 identifies the person who wrote the application and contains a box for official use.
Who can apply
Permanent residence is granted at the discretion of the Immigration Commission within an annual quota. Applications are accepted only during the period announced by the Immigration Bureau each year, and the announcement sets out the eligibility conditions and categories (for example employment or business, family ties with a Thai citizen or permanent resident, expertise).
A condition commonly cited in the announcements is holding a Non-Immigrant visa with extensions of stay for at least three consecutive years before applying. Conditions change — always check the current announcement on immigration.go.th.
Where and how to file
- The application is filed with the Immigration Bureau office named in the annual announcement (in Bangkok).
- The form itself states: the applicant must submit the application in person.
- The form also states that the application fee is non-refundable whether permission is granted or not. Check the current amount with the Immigration Bureau.
- Processing usually includes a review of documents and an interview; the exact procedure is set by the Immigration Bureau.
Documents usually attached
- the TM.9 form completed and signed by the applicant, with a 4 × 6 cm photograph in the box on page 1;
- the passport and copies of its pages: photo page, visas, entry stamps and extensions of stay;
- documents for your category — for example work permit and employer documents, or a marriage certificate and the Thai spouse’s documents;
- other forms and certificates listed in the Immigration Bureau announcement.

Tips for filling in TM.9
- Write names in Latin letters exactly as in the passport.
- Boxes marked “พ.ศ.” take the Buddhist Era year (Gregorian + 543, so 2026 becomes 2569).
- Entry details refer to your latest entry stamp; the permission of stay refers to your latest extension stamp.
- Underline Mr./Mrs./Miss on page 1 by hand; sign or put your right thumbprint by hand.
- Page 2 asks who wrote the application. If you fill it in yourself, enter your own name and nationality.
