What this document is

“MOD.T20 — Solicitud de alta o cambio de domicilio” is the municipal register sheet (Hoja Padrón Municipal de Habitantes) of Torrevieja town hall. It is used to join the padrón when you move to the town and to report a new address.

The form is in Spanish, three A4 pages: page 1 holds the address and up to four people, page 2 the consent of the owner or registered resident, the residence declaration, the parents’ consent and the consents, page 3 the instructions, education codes and the list of documents.

Who files it and where

  • everyone living in Torrevieja, foreigners included: when moving from another town or country, moving within Torrevieja, for a newborn, or if the person was never registered (omisión);
  • since 6 March 2025 new registrations and changes of address need a prior appointment (cita previa) booked through the town hall e-office; renewals and confirmations by letter, newborns and justified urgent cases are seen without one;
  • the e-office also offers online “alta” and “cambio de domicilio” procedures — they require an electronic signature;
  • every adult on the sheet signs it by hand; for minors, both parents sign;
  • non-EU foreigners without permanent residence renew the registration every two years; the town hall website does not state a fee — ask the Negociado de Censo y Estadística.

What the form asks

  • address: street type and name, number, entrance, staircase, floor, door; phone and e-mail are optional;
  • for each of up to four people: given name, two surnames, sex, date of birth, country, town and province of birth, nationality;
  • identity document (DNI, passport, NIE or residence card T/P/C) and its number, plus passport number for EU citizens; education level code;
  • the reason (move, birth, omisión) and where from: province or consulate, town or country;
  • on page 2 — consent of the owner or registered resident, residence declaration, parents’ consent and four consent ticks.

What to bring

  • the completed sheet signed by every adult;
  • identity documents of everyone registering (original or copy); for children — the libro de familia and both parents’ documents, after a divorce — the custody ruling;
  • own home: escritura, a recent nota simple from the Registro de la Propiedad or the latest IBI receipt;
  • rented home: the full rental contract in force, the latest rent receipt, a copy of the owner’s DNI, an IBI receipt or the escritura and an electricity or water bill;
  • if someone is already registered at the address — their consent and identity document.

Frequently asked questions

Why register in the Torrevieja padrón?

It is the municipal register of residents. Its certificate is asked for a health card, school, immigration procedures and many town hall services.

Do I need an appointment?

Yes. Since 6 March 2025 new registrations and changes of address are booked through the town hall e-office (cita previa). Renewals and confirmations by letter, newborns and urgent cases are seen without one.

How many people fit on one sheet?

Up to four at the same address. If there are more residents, fill in another sheet.

I am moving within Torrevieja — what do I tick under “Causa de alta”?

This form has no box for a move within the town: leave the reason empty; the new address and the residents’ details are enough.

Can I register without my own rental contract?

Yes, if the owner or an adult registered there with a housing document fills in and signs the consent on page 2. Bring their identity document with the sheet.

Do I have to renew the registration?

Non-EU foreigners without permanent residence renew it every two years, as the form states. Otherwise the registration may lapse.

Who signs the sheet?

Every adult on the sheet, by hand; for children, both parents. FoxDocs only fills the fields of the official form and does not change its layout.
