What this document is

“Hoja Alta Padrón” is the official form of Fuengirola town hall (province of Málaga) used to register in the municipal register of residents (Padrón Municipal de Habitantes). The same sheet is used to report a change of address within the town, a change of personal details, the confirmation of registration by EU citizens and its renewal by non-EU nationals.

The sheet is in Spanish, two landscape A4 pages: the first is filled in, the second has instructions and the list of documents. One sheet holds up to three people living at the same address. FoxDocs only types your details into the official PDF and does not change its layout.

Who files it and where

Everyone who lives in Fuengirola, including foreigners. According to the form, non-EU nationals without permanent residence renew their registration every two years, and EU citizens confirm it every two years.

According to the town hall website, the form is filed in person only: Estadística – Padrón Municipal, Plaza de España 1, ground floor of the town hall. Opening hours are weekdays 9:00–14:00: until 11:00 by queue ticket from the machine, from 11:00 by online appointment (cita previa); without a ticket or appointment you will not be seen. What the form asks

  • Type of procedure: alta, cambio de domicilio, modificación, confirmación or renovación.
  • Home address in Fuengirola, building name, phone and e-mail.
  • For each person: surnames and name, DNI, passport or NIE number, sex and education level.
  • Where you are moving from: town and province, country (and Spanish consulate), NINGUNO or MISMO MUNICIPIO.
  • Date, town, province and country of birth.

What to bring

  • The signed sheet: all adults being registered sign it.
  • Owners — a copy of the IBI receipt; tenants — a valid rental contract in their name signed by both parties (if extended, the last rent receipt).
  • Copies of the DNI, NIE, passport or residence card of everyone being registered.
  • If you join an already registered household — the signature of the owner or tenant under “Persona autorizante”, with a copy of their ID and housing receipts.
  • EU (non-Spanish) citizens — a declaration on voting in European and municipal elections.
  • The back of the form states a fee for registration or change of address of 2.55 €; check the current amount with the town hall.

Frequently asked questions

Can I file the form online?

No. The town hall website lists “Alta en Padrón” as an in-person procedure only: the sheet is handed in at Estadística – Padrón Municipal.

How many people fit on one sheet?

Up to three people living at the same address. A larger family fills in another sheet.

What goes in “Municipio / País de procedencia”?

According to the form: moving from another Spanish town — the town and province; from abroad — the country (and the Spanish consulate if you were registered there); never registered before or a newborn — NINGUNO; moving within Fuengirola — MISMO MUNICIPIO.

I rent a room without my own contract. How do I register?

The owner or the tenant under the contract signs the “Persona autorizante” section and attaches a copy of their ID and housing receipts. The town hall also has a separate owner authorisation form.

Do I need to renew my registration?

According to the form, non-EU nationals without permanent residence renew it every two years (renovación) and EU citizens confirm it (confirmación). The same sheet is used.

How do I get the registration certificate?

According to the town hall website, if the documents are correct you receive an e-mail confirming the registration with the volante de empadronamiento attached. That is why the phone and e-mail are needed.

Is there a fee?

The back of the form states a fee of 2.55 € for registration or change of address. Check whether this amount still applies and how to pay with the Estadística office.
