What this document is
EX-19 (“Solicitud de tarjeta de residencia de familiar de ciudadano de la UE”) is the official form a family member of an EU, EEA or Swiss citizen, who does not hold such nationality, uses to apply for a residence card in Spain (Real Decreto 240/2007). The same form covers the permanent card, renewal and retention of the right of residence after the EU citizen’s death, divorce or violence. The form is in Spanish, three pages: two to fill in and one with instructions.

Who applies and where
- the spouse, partner, children, parents and other family members of an EU, EEA or Swiss citizen who accompany or join them in Spain for more than three months;
- a family member of a Spanish national normally files EX-24: section 2 of EX-19 is for an EU citizen marked “no español”; if the Spanish national lived in another EU country, ask the Oficina de Extranjería which form applies;
- the family member applies in person: at the Oficina de Extranjería of the province where they intend to live, or at a police station;
- deadline — three months from the date of entry into Spain; the receipt you get on filing proves legal stay until the card is issued;
- under RD 240/2007 the card fee equals the DNI fee; check the 790 payment form code and the amount in Hoja informativa 62 before paying;
- the card is issued within three months of the application; it is valid for five years, or less if the EU citizen plans to live in Spain for a shorter period.
What the form asks
- section 1 — applicant: passport, NIE (if any), surnames, given name, sex, date of birth (dd/mm/yyyy), place and country of birth, nationality, marital status, parents’ names, address in Spain, phone and e-mail, legal representative;
- section 2 — the EU citizen: passport and NIE, surnames, given name, nationality and address in Spain;
- section 3 — representative filing the application, section 4 — address for notifications, consent to DEHú electronic notifications;
- section 5 — type of application (initial, permanent, renewal, retention of the right) and relationship or ground;
- declaration of accuracy, place and date, signatures of the EU citizen and the applicant, addressee authority.
Documents usually brought
- form EX-19, original and copy, filled in in capital letters and signed;
- the full valid passport (if expired — a copy and the renewal application);
- proof of the family link: marriage, registered partnership or birth certificate; for an unregistered partner — proof of the relationship and of living together;
- the Spanish national’s DNI or the EU citizen’s certificado de registro;
- proof of the EU citizen’s situation: employment or self-employment, or sufficient resources and health insurance, or studies;
- one recent colour photo on a white background, passport size;
- foreign documents with a sworn translation into Spanish and legalisation or apostille; originals are shown when filing.
