What this document is

Mod.03 (“Trámites de conductores”) is the official form of Spain’s Directorate-General for Traffic (DGT) for driver procedures: exchanging a foreign licence for a Spanish one (canje), registering and renewing EU licences, renewing (prórroga) or replacing a Spanish licence, reporting a change of address, an international driving permit and licence replacement.

For immigrants the key procedure is the canje: a non-EU licence is valid in Spain only for a limited time after you become resident, after which you need a Spanish one. An exchange is possible only if Spain has an agreement with the issuing country; the list and conditions are on the DGT website.

Who files it and where

  • a licence holder normally resident in Spain (with an NIE/TIE and registered address);
  • submit at the Jefatura Provincial de Tráfico with an appointment (cita previa) or online at sede.dgt.gob.es with Cl@ve or a digital certificate; since 2025 the exchange of licences from agreement countries can also be filed online, after which the original licence is handed in at the Jefatura;
  • each procedure has a DGT fee (tasa); check the current amount on the DGT website;
  • one form — one procedure;
  • some agreements require a driving test for the exchange — check the conditions for your country.

What the form asks for

  • the applicant: DNI/NIE, date of birth, country of birth, nationality, name, two surnames, e-mail, phone;
  • address for notices: street type and name, number, block, entrance, staircase, floor, door, postcode, province, municipality, town;
  • the procedure: exchange, EU licence registration or renewal, renewal, duplicate (reason and changed data), change of address, international permit, replacement;
  • for an exchange and EU licences: where the licence is from (EU, other country, military, police), class, number, issuing country, issue and expiry dates;
  • for a replacement: the same licence data and the reason;
  • place and date; the signature is handwritten.

Documents usually brought along (canje)

  • the Mod.03 form;
  • a valid identity document (passport, DNI or TIE) and proof of residence in Spain;
  • the original foreign licence, still valid; proof that you were not resident in Spain when it was issued;
  • a medical fitness report (informe de aptitud psicofísica) from a driver testing centre (CRC);
  • a photo only if DGT does not already hold one; the fee receipt (exchange without tests — tasa 2.3);
  • the exact list depends on the issuing country — check the DGT website.

Frequently asked questions

Can any foreign licence be exchanged?

No. A non-EU licence can be exchanged only if Spain has an agreement with that country. DGT publishes the list of countries and conditions.

How long can I drive on a foreign licence?

A licence from outside the EU and EEA is valid in Spain for at most 6 months from when you become normally resident; after that it must be exchanged or a Spanish licence obtained. Valid EU licences remain valid without exchange.

Do I need a medical certificate?

For an exchange, yes: an informe de aptitud psicofísica from a driver testing centre (Centro de Reconocimiento de Conductores).

What goes in the DNI/NIE box?

Your NIE (X0000000T) or DNI: the form field is DNI/NIE. For an exchange you also prove residence in Spain (TIE or registration certificate).

Do EU licences need to be exchanged?

No, they are valid in Spain. You can register or renew them in Spain — the form has separate procedures for that.

Can I tick several procedures at once?

No: one form — one procedure. Fill in another Mod.03 for a second procedure.

Where is the form submitted?

At the Jefatura Provincial de Tráfico with a cita previa, or online at sede.dgt.gob.es — for renewal, duplicate, change of address and, since 2025, the exchange of licences from agreement countries.
