What this document is

Mod.17 “Solicitud de devolución de tasas o sanciones” is the official form of Spain’s Directorate-General for Traffic (DGT) for claiming money back: a DGT fee (tasa) paid in error, twice, in excess or for a procedure that was never carried out, or a DGT fine (sanción) already paid.

Only money paid to the DGT is refunded: a fine issued by a town council or another body is refunded by whoever imposed it. If you disagree with the fine itself, that is not a refund but an appeal (alegaciones).

Who files it and where

  • a fee — the person who paid it or someone they authorise; a fine — the person fined, the payer (if different) or a third party authorised by the person fined;
  • in person — at the información/incidencias desk of any Jefatura or Oficina de Tráfico, no appointment needed; this channel is for private individuals and their representatives only;
  • online — through the Registro Electrónico with an electronic DNI, digital certificate or Cl@ve; companies must file electronically;
  • a representative — via the DGT Registro de apoderamientos or with a signed Mod.24 “Otorgamiento de representación”.

What the form asks

  • what is refunded: a fee or a fine;
  • applicant: both surnames, given name or company name, NIF/NIE/CIF, e-mail, phone;
  • address: street type and name, number, block, entrance, staircase, floor, door, km, postcode, province, municipality;
  • how to be notified: DEV electronic mailbox or post; the amount claimed;
  • for a fee: type of fee and reason (over 70, procedure not done through the administration’s fault, theft, paid twice, overpayment, other);
  • for a fine: case number and reason (town council’s competence, paid twice, discount, amount changed, other);
  • IBAN of the refund account (24 characters), place and date; signature by hand.

What to bring

  • the completed and signed Mod.17;
  • the receipt of the fee paid online or, if paid at a bank, both copies of modelo 791 stamped by the bank;
  • for a fine — the payment receipt showing the case number, if you paid twice on the same day or the payer is not the person fined;
  • a copy of the decision on the appeal, if that is the reason; the payer’s or fined person’s authorisation if you file for someone else.

How and when the money is returned

  • only by transfer to the account whose IBAN is on the form; the account must belong to the applicant named under “Datos del interesado”;
  • filing is free of charge;
  • there is no fixed time: according to the DGT a refund can take up to 6 months; no decision notice is sent — the money simply arrives;
  • for a fine, the DGT may refund an amount different from the one claimed after reviewing the case.

Frequently asked questions

Can I get a DGT fee back if I no longer need the procedure?

Yes, the DGT accepts a claim if the fee was paid in error or will not be used. Tick “other reason” on the form and explain briefly.

Do I need an appointment (cita previa)?

No: documents are handed in at the información/incidencias desk of any Jefatura or Oficina de Tráfico. You can also file online through the Registro Electrónico.

Can I give someone else’s bank account?

No. Under DGT rules the account must belong to the applicant named under “Datos del interesado”.

How long does the refund take?

There is no fixed time; the DGT indicates it can take up to 6 months. No decision notice is sent — the money arrives in the account.

The fine was issued by the town council — does Mod.17 apply?

No, this form only covers DGT fines. A council’s or other body’s fine is refunded by whoever issued it.
