What this document is
WP.25 (บต.25) is a foreigner’s application to the Department of Employment (DOE), Ministry of Labour, for a work permit or for the renewal of a current one. It covers foreigners under Section 59 of the law on managing the employment of foreigners — the usual route for employees of Thai companies.
The form is bilingual (Thai and English) and has 5 pages: applicant details, address in Thailand, passport and visa, previous permits, the work and the employer, the period applied for and a checklist of attached documents.
Who files it and where
- a foreigner residing in Thailand or staying temporarily on a non-immigrant visa (according to the DOE checklist, a tourist visa is not accepted) who is about to work, or who renews an existing permit;
- the applicant files in person or through an attorney (with a 10-baht duty stamp on the power of attorney, according to the DOE checklist);
- in Bangkok — the DOE office for foreign workers or an area employment office; in other provinces — the provincial employment office; check the exact address on the DOE website;
- check the fee and processing time with the office: the DOE checklist states that processing takes about 3 working days once the complete application is accepted.
What the form asks for
- type of application — new permit or renewal;
- title, name, nationality, date of birth, age, address in Thailand, phone, e-mail;
- passport (or document in lieu), visa type and number, date and checkpoint of arrival, permitted stay; for permanent residents — Certificate of Residence and Alien Registration Book;
- previous or current work permit;
- position, nature of work, professional licence (if the law requires one);
- employer and its address, place of work, period applied for;
- ticks for the attached documents (section 4), date and signature.
Documents usually attached
- three 3×4 cm photos (taken within 6 months) — for a first application;
- the employer’s Employment Certification Form;
- passport and copies of its pages, copy of the visa and entry stamp;
- copy of a diploma or other proof of qualification; copy of a professional licence if required;
- medical certificate of no prohibited diseases (per the DOE checklist, issued within 1 month);
- employer documents — for a company, its registration certificate, shareholder list, tax and social security forms.
The exact list depends on the employer type and the office. The DOE checklist says forms are to be filled in Thai and foreign-language documents translated into Thai — check with the office whether a form completed in Latin letters is accepted.
