What this document is
The “Hoja de empadronamiento” (Mod.090, version V.21) is Ayuntamiento de Málaga's official form for entering the municipal register of residents (Padrón Municipal de Habitantes). The same sheet is used for a first registration (alta), a change of address within Málaga and a change of personal details.
The form is in Spanish, A4 landscape: page one is filled in; the back has the legal basis, education codes, instructions and the list of documents; page three is an annex on rental documents (not handed in). One sheet takes up to four people at the same address.
Who submits it and where
- anyone who lives in Málaga, foreigners included: moving from another country or town, changing address within Málaga, changing details, registering a newborn, or never registered before (omisión);
- the sheet is submitted in person at the citizen service offices (OMAC) or at Gestión Tributaria (GESTRISAM, Av. Sor Teresa Prat, 17); check appointments (cita previa) and opening hours on gestrisam.malaga.eu;
- non-EU nationals without permanent residence must renew their registration every two years; by changing address or details on this sheet they declare that they still live in Málaga;
- the form states a decision period of up to three months; it does not state any fee — check with GESTRISAM;
- every adult listed on the sheet signs it by hand.
What the form asks
- address: street type and name, number, bis, block, entrance, staircase, floor, door and the cadastral reference of the home (referencia catastral — mandatory if the home has one);
- for each of four people: given name, first and second surname, reason (change of address, change of details, birth, omisión, moving in), where from, nationality, country or province, town and date of birth, sex;
- ID: DNI, passport or NIE and its number; education level code; phone and e-mail (optional);
- number of people listed, consent for the adults on the sheet to report changes and obtain certificates, and the box “the people listed are the only residents”;
- “Declaración de residencia” and “Autorización de empadronamiento” sections — if you lack a housing document but the owner or a registered resident has one.
What to bring
- the completed sheet signed by all adults;
- valid ID for everyone: Spaniards — DNI or passport; EU citizens — passport or national ID plus the EU registration certificate with NIE, if any; other foreigners — TIE with NIE or passport;
- for children under 14 without ID — libro de familia or birth certificate; when a child registers with one parent — the other parent’s consent or a court decision;
- housing document: proof of ownership (escritura, nota simple, IBI receipt), an electricity, water or gas supply contract, or a current rental contract with the latest rent receipt;
- with a rental contract, per the annex to the form, also a supply contract or recent water, electricity or gas bill for the home and a copy of the landlord’s ID (CIF if it is a company);
- if a consent section is filled in — a copy of the authoriser’s ID.
