What this document is

"Comunicación de desplazamiento para investigación UE" is the official template of Spain’s Ministry of Inclusion, Social Security and Migration for intra-EU mobility of researchers under Directive (EU) 2016/801 and Article 72.6 of Law 14/2013. An organisation established in another EU country notifies the Large Companies and Strategic Groups Unit (UGE) that it is sending to Spain a researcher holding a valid "EU research" permit from that country; family members may accompany them.

Under Article 72.7, the Directorate-General for Migration may object to the mobility, with reasons, within 30 days of receiving the complete notification. FoxDocs writes your data into the fields of the official PDF without changing its layout.

Who files it and where

  • it is filed by the organisation in the other EU country that sends the researcher; its representative (rector, director, etc.) signs it;
  • the researcher must hold an "EU research" permit issued by that country under Directive 2016/801, valid for the whole mobility period;
  • it is filed together with the permit application in the first country or, if the researcher has already been admitted there, as soon as the mobility project is known;
  • it is addressed to UGE (Directorate-General for Migration Management); Law 14/2013 paperwork, including notifications, is filed electronically through the ministry’s e-office with a digital certificate;
  • if the permit was issued by Spain, this notification is not needed — it is for researchers coming from another EU country.

What the form asks

  • the organisation's representative: name, DNI/NIE/passport, the organisation's name and the capacity in which they represent it;
  • permit expiry date (dd/mm/yyyy) and the EU country that issued it;
  • basis: hosting agreement (convenio de acogida) or employment contract, with its name;
  • the researcher: first name, two surnames, nationality, NIE (if any), passport, date and place of birth, parents’ names, marital status (S/C/V/D/Sp), address in Spain, phone, e-mail;
  • expected duration of the mobility; up to four family members — name and relationship;
  • place and date, signature of the organisation's representative.

What to attach

  • the researcher's valid passport;
  • the permit issued by the first EU country, covering the whole mobility period;
  • the hosting agreement or employment contract from the first country, with the expected duration and dates of the mobility;
  • proof of health insurance and sufficient resources for the researcher and family members;
  • check the full list and whether any fee applies with UGE.

Frequently asked questions

Who files this notification — the researcher or the organisation?

The organisation in the other EU country that sends the researcher to Spain. Its representative signs the form; the researcher's and family's details go into it.

When must it be filed?

Under Article 72.6 of Law 14/2013 — together with the permit application in the first EU country or, if the researcher is already admitted there, as soon as the mobility project is known.

Do we have to wait for a Spanish permit?

Article 72.6–7 provides for a notification, not a separate Spanish permit application. The Directorate-General for Migration may object, with reasons, within 30 days of receiving the complete notification; if it does, the first country must readmit the researcher and family.

Can the paper form be handed in in person?

No: according to UGE, Law 14/2013 paperwork, including notifications, is filed electronically through the ministry’s e-office with a digital certificate.

What must be attached?

Passport, the first country’s permit covering the mobility, the hosting agreement or employment contract with the mobility dates, and proof of insurance and resources for the researcher and family.

Can family members come along?

Yes. The law covers the spouse or partner, minor children, dependent adult children and dependent relatives in the ascending line (such as parents). The form has four lines: name and relationship.

What if the "EU research" permit was issued by Spain?

Then this notification is not needed: it is for researchers holding another EU country’s permit. Moving from Spain to another EU country follows that country’s rules.
