What this document is

“Declaración responsable de suficiencia de recursos. Investigadores y estudiantes (Directiva UE 2016/801)” is a template of Spain’s Ministry of Inclusion, Social Security and Migration from the section “Modelos de solicitudes de la Ley 14/2013”. In it you declare, on your own responsibility, that you have enough means for yourself and any family members for the whole period of the authorisation, and you list those means.

The declaration is required by article 72.9 of Law 14/2013: once their research is finished, a foreign researcher may stay in Spain for up to 12 months to look for a job related to the research or to start a business project. The Unidad de Grandes Empresas y Colectivos Estratégicos (UGE-CE) checks that the research has ended, the health insurance and sufficient means — the means are shown precisely with this declaration.

It is not the same file as the template in “Modelos de comunicaciones” for graduates, who apply to the Delegación or Subdelegación del Gobierno: this is a different procedure and a different authority.

Who submits it and where

  • a researcher holding an authorisation under Law 14/2013 whose research work has ended;
  • the wish to stay is notified to the UGE-CE electronically — within the last 60 days of the authorisation or within 90 days after it expires; the declaration is attached to that notice;
  • until the UGE-CE replies, the previous authorisation stays valid; the law gives 20 days to decide, and with no reply the extension is deemed granted;
  • the form says: fill it in capital letters; an original and a copy are submitted.

What the form asks for

  • first name, first and second surnames, nationality, NIE and passport number;
  • date of birth (dd/mm/yyyy), town and country of birth, father’s and mother’s names, marital status;
  • address in Spain, phone and e-mail;
  • purpose: job search or your own business project;
  • sources of funds — up to four rows per section: bank accounts and deposits (bank, account number or IBAN, amount in euros), shares and holdings (company, number, amount), other (origin, description, amount);
  • place and date of signing (on page 2), signature.

What to bring

  • the signed declaration;
  • evidence of the means listed (bank statements, securities certificates, grant agreement);
  • health insurance;
  • the UGE-CE checks the end of the research with the research organisation; confirm the full list of documents and the sufficient amount on the Ministry website or with the UGE-CE.

What is this declaration for?

To stay in Spain after your research ends and look for work or start a business (article 72.9 of Law 14/2013). With it you confirm that you have enough means for that period.

How is it different from the declaration for graduates?

The wording is similar, but it is a different file from the Law 14/2013 templates and a different procedure: a researcher’s notice to the UGE-CE. University graduates file their own declaration with the Delegación or Subdelegación del Gobierno.

How long can I stay?

The law allows a maximum of 12 months. Once you find a job or start the project, you must apply for the corresponding authorisation.

When and how do I notify the UGE-CE?

Electronically — within the last 60 days of your authorisation or within 90 days after it expires. While the UGE-CE examines the notice, your previous authorisation remains valid.

How much money do I need?

The law requires “sufficient means” but this article names no amount. Check the Ministry website or ask the UGE-CE; FoxDocs does not suggest amounts.

Which means can I list?

Bank accounts and deposits, shares and holdings, and other means such as a grant or property. Tick every type you have, one row per account or source.

My money is in another currency. What do I write?
