What this document is

หนังสือมอบอำนาจ (ท.ด. 21) is the standard power of attorney form of Thailand’s Department of Lands (กรมที่ดิน). This version has the subject “ขอรังวัดสอบเขตที่ดิน” printed on it — a boundary verification survey: a Land Office surveyor measures the plot, re-sets the boundary markers and checks the boundary against the title deed. With it the landowner (principal) authorises another person (agent) to handle the survey on his or her behalf.

The printed powers already cover the whole procedure: applying for the survey, bringing the surveyor to the site, setting markers and certifying the boundary line, agreeing to correct the map, area and markers in the title deed if the survey shows a difference, amending the application, paying the survey deposit and collecting what is left, collecting the title deed and giving statements to the officer. The form records the land as shown on the title deed (โฉนด) and is filled in in Thai.

Who takes part

  • the principal — the landowner named on the title deed (ผู้มอบอำนาจ);
  • the agent — the person who deals with the Land Office and attends the survey (ผู้รับมอบอำนาจ);
  • two witnesses who certify the principal’s signature or fingerprint.

Owners of neighbouring plots are not parties to this power of attorney; how they are notified and certify the common boundary is arranged by the Land Office.

  • place and date (year in the Buddhist Era, พ.ศ.);
  • land details from the โฉนด title deed: map sheet, land number, survey page, deed number, sub-district, district, province;
  • name, Thai ID number, age, race, nationality, parents’ names, address and phone of the principal and of the agent;

  • signatures of the principal and two witnesses — by hand.
