What this document is

หนังสือมอบอำนาจ (ท.ด. 21) is the standard power of attorney form of Thailand’s Department of Lands (กรมที่ดิน). This version has the subject “ตรวจหลักฐานการถือกรรมสิทธิ์ที่ดิน” printed on it — verification of land ownership evidence. With it a person (principal) authorises another person (agent) to apply at the Land Office for a check of the land register.

The printed powers cover filing the application to check whether the principal is recorded as owner of the plot described in the header, and to what extent (for example, a share in joint ownership), and giving statements to the officer. It is an inquiry in the land register, not a transaction: nothing is sold, transferred or registered. The form records the land as shown on the title deed (โฉนด) and is filled in in Thai.

Who takes part

  • the principal — the person whose ownership is being checked (ผู้มอบอำนาจ);
  • the agent — the person who applies at the Land Office (ผู้รับมอบอำนาจ);
  • two witnesses who certify the principal’s signature or fingerprint.

  • place and date (year in the Buddhist Era, พ.ศ.);
  • land details from the โฉนด title deed: map sheet, land number, survey page, deed number, sub-district, district, province;
  • name, Thai ID number, age, race, nationality, parents’ names, address and phone of the principal and of the agent;
  • additional powers, if any (optional);
  • signatures of the principal and two witnesses — by hand.

Documents usually attached

  • the title deed (โฉนดที่ดิน) or a copy of it, if available;
  • copies of the principal’s ID card or passport and house registration, signed by the principal;
  • the agent’s ID card or passport.
