What this document is
The “Hoja de inscripción o modificación” is the official Estepona town hall (Ayuntamiento de Estepona) form for the municipal register of residents (Padrón Municipal de Habitantes): first registration, moving in from another town or country, changing address within Estepona, a baby’s birth or correcting personal data.
A four-page A4 PDF in Spanish: a sheet for up to four people at one address, instructions with the document list and education codes, and the INE form CERE.DFA-1 by which a citizen of another EU country asks to be put on the electoral roll. FoxDocs only types your data into the official PDF and does not change its layout.
Who files it and where
- anyone living in Estepona, foreigners included; every adult listed on the sheet signs it;
- filed in person by appointment: on citaprevia.estepona.es choose the Ayuntamiento or the Tenencia de Alcaldía de Cancelada and the service “Registro Padrón de Habitantes”;
- registering in Estepona automatically cancels any earlier registration in another municipality or consulate;
- non-EU foreigners without permanent residence renew the registration every two years (art. 16.1, Law 7/1985 — as stated on the form);
- the form says the town hall decides within three months (art. 21.3, Law 39/2015); the town hall page does not mention a fee — ask when booking.
What the form asks
- the cadastral reference of the home and the address: street type and name, number, letter, km, block, entrance, staircase, floor, door;
- optionally: authorising the adults on the sheet to report changes and obtain certificates for everyone;
- for each of up to four people: first name, two surnames, sex, date of birth, place and country of birth, nationality, ID type and number (DNI, passport, NIE), education code, phone and e-mail;
- the reason: alta, change of address in town, omisión, birth or data change; when moving in — where from (municipality or consulate, province or country);
- “Autorización de persona empadronada” — consent of an adult already registered at the home; the number of people on the sheet;
- page 3 (EU citizens only): electoral roll details and the choice whether to vote in Spain in municipal and European Parliament elections.
What to bring
- the form filled in and signed by every adult;
- the original valid DNI, passport or NIE of each person;
- owners — a nota simple from the Land Registry; tenants — the rental contract and the latest rent receipt;
- for children — the birth certificate and the consent of both parents;
- if you join people already registered there — their consent on the form, copies of their IDs and their title to the home; housing documents must show the cadastral reference.
