What this document is

EX-13 (“Solicitud de autorización de regreso”) is the official application for a return authorization. It lets a foreign national leave Spain and come back when their permit is being renewed or their TIE card is not ready yet, so they have no valid document in hand.

Under art. 5 of RD 1155/2024 the authorization is valid for at most 90 days; within those 90 days you may leave and enter any number of times, but re-entry must be through a Spanish border crossing. The form is in Spanish, three pages: two to fill in and one of instructions. FoxDocs writes your data into the fields of the official PDF without changing its layout.

Who files it and where

  • holders of a residence or stay (estancia) permit being renewed or extended — if the renewal was filed on time;
  • holders of a valid TIE card that was stolen, lost or damaged — after requesting a duplicate;
  • holders of an approved first permit whose TIE card is still being issued — when there are exceptional reasons to travel;
  • in person only, at an Oficina de Extranjería or a National Police station, by appointment (cita previa);
  • fee: form 790 code 012; per the National Police fee table as of 2026-10 — €10.72; check the amount on sede.policia.gob.es before paying;
  • if there is no answer within the legal time limit, the application is deemed refused (silencio negativo).

What the form asks

  • personal details: passport, NIE, surnames, given name, sex (H/M/X), date of birth (dd/mm/yyyy), place and country of birth, nationality, marital status, parents’ names;
  • address in Spain, mobile phone and e-mail; legal representative, if any;
  • representative filing the application (section 2), address for notifications (section 3) and consent to DEHú electronic notifications;
  • section 4.1: the situation — renewal of a residence or stay permit, TIE duplicate, first card with exceptional reasons, or other;
  • section 4.2: reason for the trip and how long you will stay outside Spain;
  • place, date, signature and, at the bottom, the authority the application is addressed to.

Frequently asked questions

What is form EX-13 for?

To obtain a return authorization: to leave Spain and come back while your permit is being renewed or your TIE card is not ready yet.

How long is the return authorization valid?

At most 90 days (art. 5 RD 1155/2024): from the expiry of your permit if you apply before it, or from the date it is granted if you apply later.

Can I travel more than once?

Yes. Within the 90 days there is no limit on exits and entries, but you must re-enter through a Spanish border crossing.

Can I file EX-13 online?

No. According to the National Police it is filed in person only — at an Oficina de Extranjería or a police station, usually by appointment.

How much does it cost?

The fee is paid with form 790 code 012. Per the National Police fee table as of 2026-10 it is €10.72. Check the amount on sede.policia.gob.es before paying.

I filed my renewal late — will I get it?

Art. 5 RD 1155/2024 requires proof that the renewal was filed within the legal time limit. If you missed it, ask your Oficina de Extranjería before buying tickets.
