What this document is

Mod.30 “Trámites de vehículos de movilidad personal” is the official form of Spain’s Directorate-General for Traffic (DGT) for procedures on personal mobility vehicles (VMP) such as e-scooters. It covers registering a VMP (ordinary or temporary inscripción), a duplicate registration certificate, deregistration (baja) and a report (informe); for a change of owner the seller section is completed.

Who files it and where

  • the VMP owner or a representative; for a minor, a parent or guardian;
  • the form is for filing in person at a Jefatura or Oficina de Tráfico by appointment (cita previa at sede.dgt.gob.es or by phone 060);
  • private persons can do the same online at sede.dgt.gob.es or in the miDGT app, without the form; companies must file electronically;
  • registration and change of owner carry a fee: as of 2026-10-09 the DGT lists fee 4.1 — €8.67; definitive deregistration is free; check the fees for other procedures on the DGT website;
  • temporary registration is for an uncertified model and is valid until 22 January 2027;
  • one form — one procedure.

What the form asks

  • the VMP: registration number and date (if already registered), serial number, model certificate number, make and model;
  • tax address of the VMP — the owner’s address: street type and name, number, block, entrance, staircase, floor, door, postcode, province, municipality, town;
  • applicant or buyer: NIF/NIE, date of birth, phone, name or company name, surnames, e-mail;
  • the procedure and its option: type of registration, reason for the duplicate, type of deregistration, VMP numbers for the report;
  • the seller for a change of owner, and a parent, guardian or representative if any;
  • other remarks, place and date; signatures by hand.

What to bring

  • the completed Mod.30 form;
  • the NIE/NIF of the owner, and of the representative or guardian if any;
  • for a certified model — the technical sheet (ficha técnica) with the certificate number and a photo of the VMP’s plate with the serial number;
  • for an uncertified model — the ficha técnica or a photo of the VMP itself;
  • for a change of owner — the sale contract signed by both parties on every page (an invoice if the seller is a company); the buyer always files;
  • proof of fee payment; at the office it can be paid by card, not in cash;
  • check the list for other procedures at sede.dgt.gob.es.

Frequently asked questions

What is Mod.30 for?

For procedures on an e-scooter or other VMP filed in person at Tráfico: registration, duplicate registration certificate, deregistration, report and change of owner.

What is the difference between ordinary and temporary registration?

Ordinary is for a certified model (the number is in the ficha técnica). Temporary is for an uncertified model and is valid until 22 January 2027.

Where do I find the certificate and serial numbers?

The model certificate number is in the manufacturer’s technical sheet (ficha técnica). The serial number is on the manufacturer’s plate on the VMP itself.

How much does VMP registration cost?

As of 2026-10-09 the DGT lists fee 4.1 — €8.67 for registration and for a change of owner. Definitive deregistration is free. Check the amount at sede.dgt.gob.es before filing.

I sold my scooter — do I need to deregister it?

No. Deregistration is for a VMP handed in for scrapping or stolen. When sold, the buyer registers it in their name, filling in the seller section of the form.

Can a VMP be registered to a minor?

Yes. The parent or guardian is then entered in the “Representante / tutor” section and signs the form.

Can I file online?

Private persons can, at sede.dgt.gob.es (electronic certificate, DNI electrónico or Cl@ve) or in the miDGT app; the form is needed when filing at a Tráfico office.
