What this document is

Form NJ.2 (แบบ นจ.2, "Application Form for bringing foreign worker to work with employer in the Kingdom of Thailand") is an employer's application to the Thai Department of Employment (Ministry of Labour) to hire workers from Laos under the government-to-government MOU.

The official PDF is a package: the NJ.2 application, a power of attorney (หนังสือแต่งตั้ง) to the Lao company that recruits and sends the workers, an employment contract in Thai, English and Lao, a power of attorney to an agent for filing, form WP.46 and a work permit application. FoxDocs fills in the first two pages; the other pages of the package are printed as blank forms.

Who files it and where

  • the employer (a company or an individual) files and signs it, or a representative under a power of attorney;
  • the workers are nationals of Laos hired through an authorised company in Laos;
  • it is filed at the Department of Employment office for the place of work (an area office in Bangkok, a provincial office elsewhere); check the exact office, procedure, fees and processing time with the office.

What the form asks for

  • employer: name, type of business, address, telephone, fax;
  • the company in Laos: name, address, date of the power of attorney, licence number;
  • how many workers and for what work (labourer, domestic worker, mechanic on a fishing vessel, other), how many men and women, required age, height and weight;
  • place of work, period of employment, wage per day or per month, working hours, weekly holiday, annual leave, public holidays;
  • the entry checkpoint and the province of the Post-Arrival and Reintegration Center.

Documents to attach

The form itself does not list attachments. The official package includes an employment contract for each worker, form WP.46 and a work permit application; employer registration documents and other attachments are as the office requires. Check the current list, fees and processing times with the Department of Employment.

Which language to use

The form is bilingual, with a Thai and an English column. FoxDocs prints the same value in both columns in Latin capital letters; years in the Thai column use the Buddhist Era. Ask the office in advance whether it accepts the Thai column in Latin script.

The employer — a company or an individual — or the employer's representative under a power of attorney. The worker does not file this application.

Fees and processing times are not stated on the form. Check them with the Department of Employment office.
