What this document is

“แบบคำขอแจ้งการใช้รถที่แจ้งไม่ใช้ชั่วคราว” (form ขส.บ.10ท-17/2-ท.) is the Thai Department of Land Transport (กรมการขนส่งทางบก, DLT) request by which an owner who earlier notified temporary non-use informs the Registrar (นายทะเบียน) that the car or motorcycle will be used again.

The form is in Thai only and has one page. On the DLT website the file is listed as “แบบคำขอแจ้งการไม่ใช้รถชั่วคราว.pdf”, but the form itself is the resumption notice. Permanent non-use cannot be reversed with this form.

Who files it

  • the owner of a car or motorcycle, including a foreigner, who earlier notified temporary non-use;
  • for example after returning to Thailand or after the vehicle has been repaired;
  • a company that owns the vehicle — the form provides for a copy of the company registration certificate;
  • a representative with a power of attorney (DLT has its own power of attorney form).

What the form asks for

  • place of writing (เขียนที่) and date (Buddhist Era year, พ.ศ.);
  • the province of the Registrar the request is addressed to;
  • owner’s full name and age;
  • address: house number, moo, soi, road, tambon, amphoe, province;
  • vehicle details: type (e.g. รย.1), plate number and province, make, chassis number, engine number;
  • attachments: the vehicle registration book (คู่มือจดทะเบียนรถ); a copy of a Thai ID card, of another government-issued card or of a company registration certificate; the receipt for the plates handed in (ใบรับแผ่นป้ายทะเบียนรถ); other evidence;
  • signature by hand.

For a foreigner, the “other government-issued card” is usually a passport or a pink card (Thai ID card for foreigners) — ask the office which copy it accepts.

Documents usually brought along

  • the vehicle registration book;
  • the receipt issued when the plates were handed in;
  • passport or Thai ID card, plus copies (for a company — its registration certificate);
  • valid compulsory motor insurance (พ.ร.บ.), if the office asks for it;
  • if a representative files: a power of attorney and copies of both parties’ IDs.

In practice, before the vehicle goes back on the road the office usually requires valid compulsory insurance and payment of the annual tax; older vehicles may need an inspection; the plates are then returned to the owner. Check fees and the exact procedure with the land transport office.

Can I use it after permanent non-use?

No, the form covers temporary non-use only. If the vehicle was reported as permanently unused, ask the office about the procedure.
