What this document is

“แบบคำขอแจ้งการไม่ใช้รถ” (form ขส.บ.10ท-17/1-ท.) is the Thai Department of Land Transport (กรมการขนส่งทางบก, DLT) request by which the registered owner informs the Registrar (นายทะเบียน) that a car or motorcycle will not be used — temporarily (the form prints “ชั่วคราว (๒ ปี)”, i.e. 2 years) or permanently (ตลอดไป).

The form is in Thai only and has one page. The box at the top right (application number, date received, officer) is filled in by DLT staff. Thai press reports that without such a notification the annual vehicle tax keeps accruing with surcharges, and that if tax is unpaid for three years in a row the registration is cancelled and the plates are withdrawn — check the current rules with the office.

Who files it

  • the registered owner of a car or motorcycle, including a foreigner, who stops using it;
  • temporarily — for example when leaving Thailand for a long time, or when the vehicle is broken and stored;
  • permanently — when the vehicle has been scrapped, destroyed or taken out of the country;
  • a company that owns the vehicle — the form provides for a copy of the company registration certificate;
  • a representative with a power of attorney (DLT has its own power of attorney form).

What the form asks for

  • place of writing (เขียนที่) and date (Buddhist Era year, พ.ศ.);
  • the province of the Registrar the request is addressed to;
  • owner’s full name and age;
  • address: house number, moo, soi, road, tambon, amphoe, province;
  • details from the registration book: vehicle type (e.g. รย.1), plate number and province, make, chassis number, engine number;
  • a tick for temporary or permanent non-use and the reason (two lines);
  • attachments: the vehicle registration book (คู่มือจดทะเบียนรถ); a copy of a Thai ID card, of another government-issued card or of a company registration certificate; the licence plates handed in (how many) or a note that plates are lost (how many); other evidence;
  • signature by hand.

For a foreigner, the “other government-issued card” is usually a passport or a pink card (Thai ID card for foreigners) — ask the office which copy it accepts.

Documents usually brought along

  • the vehicle registration book;
  • the licence plates, if they are being handed in;
  • passport or Thai ID card, plus copies (for a company — its registration certificate);
  • if a representative files: a power of attorney and copies of both parties’ IDs.

There is a small fee set by DLT; amounts, deadlines and whether outstanding tax must be paid first depend on the case — check with the land transport office where the vehicle is registered. To put a temporarily unused vehicle back on the road later, file the resumption notification (form ขส.บ.10ท-17/2-ท.).

Frequently asked questions

What is this notification for?

To tell the DLT registrar that a car or motorcycle will not be used, temporarily or permanently.

What is the difference between temporary and permanent?

Temporary non-use is printed on the form as 2 years; the vehicle can later go back on the road with the resumption notification. Permanent non-use is for a vehicle that has been scrapped, destroyed or taken out of the country.

Can a foreigner file it?

Yes, it is filed by the owner named in the registration book, whatever the nationality. Instead of a Thai ID card, a copy of another government-issued card is attached — usually a passport; check with the office.

What happens if I do not notify?

According to Thai press reports, the annual vehicle tax keeps accruing with surcharges, and after three years of unpaid tax the registration is cancelled and the plates are withdrawn. Check the current rules with the office.

Do I have to hand in the plates?

The form has a box for the number of plates handed in, or the number of plates lost. Ask the office what it requires in your case.

Which year do I write in the date?

The “พ.ศ.” box uses the Buddhist Era: Gregorian year plus 543. FoxDocs converts it automatically.
