What this document is

MI-TIE («Movilidad internacional (Ley 14/2013) — Solicitud de Tarjeta de Identidad de Extranjero») is the official form of Spain’s Directorate-General of Police for a foreigner identity card (TIE) for people granted a residence permit under Law 14/2013 on support for entrepreneurs and their internationalisation, and for their family members. It is a separate form, not the general EX-17.

The form is in Spanish and has two pages: the application and the instructions. FoxDocs only types your data into the fields of the official PDF and does not change its layout.

Who files it and where

  • holders of a Law 14/2013 permit: entrepreneur, highly qualified professional, researcher (EU or national scheme), intra-company transferee (ICT-EU or national);
  • investor or representative — only under a permit already granted: since 3 April 2025 Ley Orgánica 1/2025 has removed the investor category from Law 14/2013 and new applications are no longer accepted; applications filed before that date are decided under the old rules, and existing permits can be renewed;
  • a family member of any of them ticks the «FAMILIAR DE …» box matching the permit holder’s category;
  • the form has no box of its own for international teleworkers — ask the UGE or the police which box to tick;
  • the form is addressed to the police — Comisaría General de Extranjería y Fronteras, Oficina de Extranjería or Brigada de Extranjería of the province where you file; according to its instructions you hand in the original and a copy;
  • the card fee is paid separately; check the amount and how to pay at the police office or on sede.policia.gob.es.

What the form asks

  • type of application: first card, renewal, extension (prórroga), change of status, or duplicate after theft, loss, destruction or damage;
  • situation in Spain: one of 14 categories, from investor to family member of a transferred employee;
  • the foreign national: passport, NIE, first and second surnames, given name, sex (H/M), marital status (S/C/V/D/Sp), date of birth (dd/mm/aaaa), country of birth, nationality, father’s and mother’s names;
  • address in Spain: street, number, floor, town, postcode, province; landline and mobile phones, e-mail;
  • representative filing the application (if not the applicant) with their address and, for a firm, its legal representative and position; address for notifications;
  • place and date of signing, signature, and the province or town where you file.

What to bring

  • the completed MI-TIE form — original and a copy, in capital letters;
  • your passport;
  • the decision granting the Law 14/2013 permit, or your visa;
  • a photo and the fee payment receipt — check the photo format and the amount at the office;
  • for a duplicate — proof of theft or loss, or the damaged card; confirm the exact list for your case with the police beforehand.

Frequently asked questions

How is MI-TIE different from EX-17?

MI-TIE is a separate police form for Law 14/2013 permit holders and their families: it has boxes for that law’s categories. EX-17 is the general TIE form for other permits.

When do I file MI-TIE?

Once your Law 14/2013 permit has been granted, and also when it is renewed or your status changes, or when the card is stolen, lost or damaged.

Can I file MI-TIE online?

The form is addressed to the police and, per its instructions, is handed in as an original and a copy. Ask your provincial police office how to book an appointment.

I am a digital nomad. Which box do I tick?

The form has no box of its own for international teleworkers. Ask the UGE or the police which box to tick before filing.

Can I still get an investor card?

Only under a permit already granted — a first card, a renewal or a duplicate. Since 3 April 2025 no new investor applications are accepted under Law 14/2013 (Ley Orgánica 1/2025); earlier applications are decided under the old rules, and existing permits can be renewed.

My spouse also got a permit. Do they need their own form?

Yes, each person files their own form. A family member ticks «FAMILIAR DE …» matching the permit holder’s category.

How much does the card cost?

The card fee is paid separately. Check the amount and how to pay on sede.policia.gob.es or at the police office before filing.
