What this document is

“Comunicación de desplazamiento por estudios UE” is the official model of Spain's Ministry of Inclusion, Social Security and Migration for student mobility within the EU under Directive (EU) 2016/801 and article 59.2 of RD 1155/2024. A non-EU student with a study permit issued by another EU state may take part of their programme at a Spanish higher education institution for up to 360 days, provided the institution notifies the Oficina de Extranjería.

The ministry describes its communication models as guidance (not mandatory), but they collect everything the law requires. FoxDocs writes your data into the fields of the official PDF and leaves its layout unchanged.

Who files it and where

  • the Spanish higher education institution receiving the student makes the notification; its representative (rector, director, etc.) signs the form;
  • the student takes part in an EU programme, a multilateral programme with mobility measures, or studies under an agreement between universities;
  • the study permit of the first EU state must cover the whole period of study in Spain;
  • it goes to the Oficina de Extranjería of the province where the studies start — any time before entry and no later than one month after it; the form asks for the original and a copy;
  • check with your Oficina de Extranjería how to file (in person by appointment or through the electronic register).

What the form asks for

  • the university's representative: name, DNI/NIE/passport, name of the Spanish institution and in what capacity they represent it;
  • the expiry date of the study permit (dd/mm/yyyy) and the EU state that issued it;
  • the basis: EU programme, multilateral programme or agreement between universities — with its name;
  • the student: given name, two surnames, nationality, NIE (if any), passport, date and place of birth, father's and mother's names, marital status (S/C/V/D/Sp), address in Spain, phone, e-mail;
  • the studies in Spain and the expected duration (360 days at most);
  • place and date, signature, province of the Oficina de Extranjería.

What to attach

  • a valid passport or other travel document;
  • the study permit of the first EU state covering the whole mobility period;
  • proof that the student studies under an EU programme, a multilateral programme or an agreement between universities;
  • proof that the Spanish institution has accepted the student;
  • check the full list and any fee with the Oficina de Extranjería.

Frequently asked questions

Who files the notification — the student or the university?

The Spanish institution receiving the student. Its representative signs the form, which contains the student's details. The student can prepare the form in FoxDocs and hand it to the university's international office.

When must it be filed?

Under article 59.2 of RD 1155/2024: any time before entering Spain and no later than one month after entry, stating the duration and dates of the mobility.

How long can I study in Spain under this notification?

Up to 360 days. The study permit of the first EU state must be valid for the whole period.

Do I have to wait for a reply from Spain?

It is a notification, not an application for a Spanish permit. The Oficina de Extranjería may object within 30 days of receiving the complete notification; if it objects, the studies in Spain cannot go ahead and the first state must readmit the student.

What should be attached?

A valid travel document, the first state's permit for the whole period, proof of the programme or university agreement and proof of acceptance by the Spanish institution.

What if Spain issued my study permit?

Then this notification is not needed: it is for students holding another EU state's permit under Directive 2016/801.

Is this exact form mandatory?

The ministry calls its communication models guidance. What matters is that the notification contains everything article 59.2 requires — the form already collects it.
