What this document is
“Sol·licitud per cèdula d’habitabilitat de Segona Ocupació” is the application to the Agència de l’Habitatge de Catalunya for a cèdula d’habitabilitat for an existing dwelling (procedure 4712). The cèdula certifies that a flat or house is fit to live in; it is usually requested when selling, renting out or connecting utilities.
The form is in Catalan and has two pages: the first is the application itself, the second is the habitability certificate that a technician fills in and signs after inspecting the dwelling. FoxDocs fills in the first page.
Who applies and where
- the owner of the dwelling, a property manager or an authorised representative;
- on paper — private individuals only; companies, professionals and the self-employed must apply online;
- in person (an appointment is recommended): in Barcelona city at the Consorci de l’Habitatge de Barcelona, elsewhere at local housing offices that handle cèdulas or at the Agency’s offices;
- the fee for a paper application is €20.90 per dwelling (online €14.65, a 30% discount);
- there must be no valid cèdula for the dwelling: otherwise the application is filed away and the fee is not refunded.
What the form asks
- applicant: NIF/NIE or other document, full name, address for notifications, phones, e-mail;
- in what capacity you apply (owner or other) and how to receive the cèdula — in person or by post;
- owner of the dwelling: document, name, current address;
- who will give access for an inspection and their phone; place and date; the office you submit to.
What to bring
- the habitability certificate (certificat d’habitabilitat) signed by an architect, technical architect (aparellador) or building engineer, with the registration number of their professional association;
- the number of the previous cèdula, if any; the subsidised-housing file number, if the dwelling is classified as such;
- if there has never been a cèdula — proof of the age of the dwelling (informe d’antiguitat or declaració responsable);
- the form itself states that the certificate must not be older than 12 months.
