What this document is

TM.11 (ตม.11, “Appeal Against the Order of the Competent Officer to Leave the Kingdom”) is the official Thai Immigration Bureau form for appealing an order to leave Thailand.

It is filed by a foreigner who has received written notice from an immigration officer that they are a prohibited person under a section of the Immigration Act B.E. 2522 (1979) and must leave the Kingdom. The appeal is addressed to the Prime Minister and Minister of Interior.

What the form asks for

  • place and date of writing (the year in the Buddhist Era, พ.ศ.);
  • title (Mr./Mrs./Miss), family name, first name, middle name, age, nationality;
  • passport number, place and date of issue, expiry date;
  • type of visa, means of transport, where you came from, port and date of arrival, TM.6 card number (if any);
  • the section of the Immigration Act from the officer's notice;
  • the grounds of appeal (three lines);
  • on page 2 — who wrote the appeal and their address in Thailand;
  • signature or right thumb print — by hand.

What is usually attached

  • a 4 × 6 cm photograph — the form has a frame for it;
  • passport and copies of the photo page, visa and entry stamp;
  • a copy of the immigration officer's notice you are appealing;
  • documents supporting your grounds.

Check the exact document list, fee and filing deadline with the officer or the immigration office that issued the order. The form states that the appeal must be submitted in person and the fee is not refunded whatever the decision.
