What this document is

Form ขส.บ. 10 ท.-9-ท “แบบคำขอจดทะเบียนรถ” is an application to the Registrar of Thailand’s Department of Land Transport (DLT) to register a vehicle under the Motor Vehicle Act. It is filed for a new or imported vehicle, and when a registered vehicle changes its type or characteristics (for example a converted pickup).

New cars are usually registered by the dealer; the form is useful when you register yourself or through a representative. The form is in Thai: the applicant fills in only the top of page 1; the rest is for DLT officers (checks, plate number, tax, inspection).

Who files it

  • the vehicle owner (buyer or hirer);
  • a representative with a power of attorney — often the dealer;
  • a company — with its registration documents.

What the form asks for

  • date (Buddhist Era year, พ.ศ.);
  • name, age, nationality, address and phone of the applicant;
  • registration type: new vehicle or change of type (then the plate number);
  • vehicle make, chassis number, engine make and number;
  • the type the vehicle is registered as (RY.1, RY.3, RY.12, etc.);
  • ticks for the attached documents.

What is usually attached

  • the dealer’s or importer’s sale notification;
  • the payment receipt;
  • the hire-purchase agreement if the car is on hire purchase;
  • ID card (a foreigner — passport and residence certificate);
  • a power of attorney if a representative files;
  • for a company — its registration certificate.

An imported vehicle also needs customs documents. The exact list, tax and fees are not on the form — check with the DLT office.

Frequently asked questions

Do I need this form when buying a new car from a dealer?

Usually the dealer registers it with a power of attorney. You need the form yourself if you register without a dealer or are asked to sign it.

Can a foreigner register a vehicle in his own name?

Yes; usually a passport and proof of address — a residence certificate from Immigration or an embassy — are needed. Check the list with the office.

What are RY.1, RY.3, RY.12?

Type codes under the Motor Vehicle Act: RY.1 — private car up to 7 seats, RY.3 — private truck (pickup), RY.12 — motorcycle.

What goes at the bottom and on page 2?

Nothing — that is the “officials only” section and the inspection record.

Where do I find the chassis and engine numbers?

In the dealer’s or importer’s sale notification and on the vehicle’s plates.

How much does registration cost?

The officer calculates tax and fees; they are not on the form. Check with the DLT office.
