What this document is
The “Memoria explicativa del proyecto de inversión a realizar y actividad a desarrollar” is the project description that Spain’s Public Employment Service (SEPE) requires with a pago único application — getting the rest of your unemployment benefit at once to start a business.
SEPE accepts the memoria in any format but offers a 7-page fillable template, which is what FoxDocs fills in. If you ask for pago único only to cover Social Security contributions, SEPE says the investment need not be detailed.
Who files it and where
- a recipient of contributory unemployment benefit applying for pago único to become self-employed or join a cooperative, sociedad laboral or sociedad mercantil;
- it is filed together with the pago único application: on the SEPE e-office, at a benefits office by appointment (cita previa), at any public registry or by post (correo administrativo);
- file before starting the activity: per SEPE, if you are already registered as self-employed on the application date, pago único is refused.
What the form asks
- the applicant’s name, surnames and DNI or NIE;
- type of activity (self-employed, sociedad mercantil, cooperative, SAL, SLL), planned start date, name, registered address and premises;
- for the self-employed, comunidad de bienes and sociedad civil — experience, qualifications, services, hiring plans and an investment table: fixed and current assets, fees, start-up costs, advice and advertising (up to 15 % of the benefit), costs of the first three months;
- for a company, cooperative or sociedad laboral — its activity, your share, the cost of shares or contributions, set-up costs;
- Annex I — partners of a new entity; Annex II — own funds, external funds and loans if the investment exceeds the pago único amount.
What to bring
- the signed pago único application and this memoria;
- your ID: DNI, passport or TIE;
- per the SEPE template — pro forma invoices or quotes, preliminary contracts, proof of qualification or professional registration where required;
- for a company or cooperative — the articles or draft articles, admission certificates and Annex I, as listed in the template;
- for TRADE — a copy of the contract with the client company; for comunidad de bienes and sociedad civil — the private agreement between members.
How to fill it in with FoxDocs
- Tell the chat, in any language, what business you are starting, where, and what the money is for.
- The assistant puts the amounts into the table rows in Spanish format, ticks the boxes and fills in the relevant sections and annexes.
- Download the PDF, write in the TOTAL figures, have the partners sign Annex I if you use it, and file it with the pago único application.
